OMG please don't do this.  In the first place the bug report is dubious -
the purpose of complete as it is implemented today is to not generate a
picking slip until all products are in stock.  It is not necessarily to
enforce a complete delivery, however somehow this has become a bug, when
really it is wishlist.  With this patch you make the assumption that
everybody always does everything in exactly the way they are supposed to,
including customers.

There are legitimate reasons for wanting to pick partial from complete
delivery - can you please refer to someone functional before implementing
this.

With this fix you are removing the ability of a customer to change their
mind, or for that matter the error of a salesperson / order entry or any
other host of things that go wrong in the real world like we put it as
complete because we knew the stock was arriving this afternoon, but then it
didn't and now customer wants partial.

What is wrong with just popping a warning, or just allowing someone with say
Warehouse Manager status to be allowed to make intelligent business
decisions.

  * Sales/Sales/Sales Orders, create a SO with product CPU1 in the "Other Info" tab indicate that the Picking Policy = "Complete Delivery"
  * Run the scheduler
  * Go to Warehouse/Warehouse Management/Delivery Orders, take the corresponding delivery order and process
  * Indicate you only received the half pack (for example 1 PCE not the 2 PCE)

  Obtained result : It generates a new delivery order with the remaining
