Well I think it was never broken, he just forgot to update his
modules... I would have put the report to 'invalid' instead.

  In revision http://bazaar.launchpad.net/~openerp/openobject-
  server/trunk/revision/3429 ir module is removed but there are some
  modules in which ir is imported even though it is not used (except
  report_webkit).
