I didnt mean that ir module needed for any modules.That module was deleted from server but some module from addons had "import ir" line which didnt allow to create database...

Amit,
When I checked it was not fixed.I forgot to mention revision number...I checked latest code before reporting the bug.

Bug description:
  In revision http://bazaar.launchpad.net/~openerp/openobject-
  server/trunk/revision/3429 ir module is removed but there are some
  modules in which ir is imported even though it is not used (except
  report_webkit).
