I have tested your issue in germane language as per as scenario but I didn't faced any problem.
I have Import the account period in germane language it is successfully import ".csv" at my end.

Title:
  error importing CSV columns with Umlaute

Status in OpenERP GTK Client:
  Incomplete

Bug description:
  autodedect raises error

  selecting the columns manualy imports the rows, but unly the first
  columns till  "Geschäftsjahr"

  IMHO a UTF-8 mapping issue
