I have checked your issue this is not a bug it's your suggestion.

And this is not a generalize issue so before implementing it we need a
more clarification and discussion on it.

That's why currently I am setting it as an "Opinion"

  select virtual location in delivery order

Bug description:
  Hey,

  1) Steps to reproduce the issue you have observed

  - create a new Delivery Order/Incoming Shipment
  - create a stock.move
  - select (destination) location

  2) The result you observed

  - only internal locations are available

  3) The result you expected

  I expect to find here the virtual locations as well (customer for
  delivery order, supplier for incoming shipment). You will answer: "you
  must user a chained location for Delivery Order from internal output
  location". But what about Incoming Shipment ?

  And please consider that sale.order DO create stock.picking with
  stock.move having virtual destination locations if configured in this
  way (output location of the warehouse to customer).

  4) The platform your are using

  ubuntu 10.04

  5) The OpenERP version you are using (e.g. 5.0.15, 6.0-dev), if
  possible including the specific revision (e.g. rev. 2824) if you take
  the sources directly from Bazaar
