This issue is already improved with current trunk version client so It will be available in next release of OpenERP.
For more reference I am attaching a related video by setting the date time format according to your specified bug example.

Title:
  Reception date differs from purchase line date - wrong localisation

Status in OpenERP GTK Client:
  Fix Released

Bug description:
  In the openerp server I have Romanian language set, and date format dd.mm.yyyy
  Using Windows XP with language en_US

  I go and confirm sales order
  I check purchase it has one line with date expected 
  10.06.2011 (correct for Romanian locale)
  but in Delivery & Invoicing tab
  is 06.10.2011 (not correct for Romanian locale)

  So all receptions are created for wrong date.
