I have checked your issue at my end.

Which option did you select in the sale application configuration wizard
(there are tow fields in this wizard : In second field Label with "Steps
to deliver a Sale order" contains selection option.) ?

Are you using a chained location ?

Because in normal behavior in SO the "Stock" to "Customers" move will
generated.

  Stock move Output to customer created twice

Bug description:
  Steps to reproduce the issue you have observed
  1. Create a new Sale Order
  2. Fill in the customer information
  3. Add MORE THAN ONE sale order line
  4. Confirm the Sale Order

  then extra OUT with confirm state will be shown
