Hi,
For the "Steps to deliver a Sale order" , "Picking List & Delivery Order" has been selected,
and for the chained location . 
Output location has been set as customer (here attached the screen shot for your reference), and it is the default setting, please check and advise

  Stock move Output to customer created twice

Bug description:
  Steps to reproduce the issue you have observed
  1. Create a new Sale Order
  2. Fill in the customer information
  3. Add MORE THAN ONE sale order line
  4. Confirm the Sale Order

  then extra OUT with confirm state will be shown
