Hello,
I have checked this issue with latest code, 
It seems that its not the problem of function of pack, it behaves same for every case,
the problem is to load the values, but there are no scope to fix that from the code of Put in new pack wizard, (because after reload its giving proper values, as the function runs correctly)
I am setting its invalid for addons, 
please check for the cause of the problem again,
