I have again checked your issue with latest updated code with stable 6
and trunk both but Still I did't face any problem.

I have checked with same revision as you specified in your
specification.

I have attached  screenshot would you please check it.

Would please try with latest update code.

  Display UTF-8 data problems

Bug description:
  Hello,

  I experienced a very weird data display with Vietnamese characters
  (UTF-8). When I open the Departments, it doesn't display the data
  correctly, but when I click on the 'wrongly displayed' name, it shows
  up the correct data in Employee page.
