I do not know why we need to have a checkbox "global" !??

if not groups are given it's global per definition
if groups are defined it can't be global

  Given the help text I wonder if a rule WITH groups can be global ?
  currently it is possible to have global true  AND  groups - IMHO this should be forbidden
  or  global should be set internaly if the field is needed for performance.
