I have again checked with latest updated code stable6 and trunk both
with web-client but I did not face any problem.

I am closing this issue. If still faced any problem then you can reopen
this issue.

  Display UTF-8 data problems

Bug description:
  Hello,

  I experienced a very weird data display with Vietnamese characters
  (UTF-8). When I open the Departments, it doesn't display the data
  correctly, but when I click on the 'wrongly displayed' name, it shows
  up the correct data in Employee page.
