It seems very intermittent: sometimes I experience it, the next time
doesn't. I'm not sure if it has anything to do with the client encoding?
I use firefox with encoding set to automatic, which normally should be
UTF-8, as sent back from the server?

  Display UTF-8 data problems

Bug description:
  Hello,

  I experienced a very weird data display with Vietnamese characters
  (UTF-8). When I open the Departments, it doesn't display the data
  correctly, but when I click on the 'wrongly displayed' name, it shows
  up the correct data in Employee page.
