I have tested your scenario with latest v5 But all are working fine.

And I didn't see the draft move in payment order.

I have attached a video for your more reference so would you please
check it ands notify us where did you face the problem.

  payment order must not select draft moves

Status in OpenERP Modules (addons):
  Incomplete

Bug description:
  in V5 we just had the case that a draft move_line was included in
  payment order

  IMHO this must not happen (or if realy necessary this must be a
  configuration)

  (didn't check for v6 yet)
