[PS] Inconsistent behavior when creating a new user

Bug description:
Stable OpenERP version 6.0.2,
Windows XP
* Administration > Users > Users, create a new user
Obtained result(s) :
- No password required if we provide a login
- Password cleared when saving the user
- Inconsistent "Change Password" label while encoding the user for the first time !
Expected result :
- A password must be required if a login is defined
- Password must appear but encrypted (otherwise it is disturbing for the user who does not know if he enters it well)
- The label must be "Set password" instead of "Change Password"
