  cannot configure a working time as project manager

Bug description:
  trunk & saas

  Right now, only the manufacturing / manager is able to create a
  working time. But, a services company doesn't install mrp, but need to
  specify working time to use project module. And he has to manage
  resources as well as mrp manager. Give the access of the menu Project
  / Configuration / resources and the right to manage it to the project
  / manager (If the module is installed)
