  account_voucher - can't pay refunds

Bug description:
  openobject-addons/6.0 revno 4885

  Steps:

   - Create new supplier refund
   - Validate and click on pay
   - Select the payment method 'current' and validate

  No reconciliation is created.
  Refund has state = open and residual = total
