I opened a pricelist, clicked duplicate, didn't notice it wasn't active,
saved it and nothing happened.  Take note that I didn't notice that the
active checkbox wasn't active.

My suggestion is to make it checked by default then just let the system
raise an error.  It's more of a UX or user experience issue.
