The double lines are not saved; when you reopen the budget, it looks
fine.

The same double lines appear when you click Approve to approve the
budget.

It has no impact on the system, but it is confusing and incorrect to
have a double budget.

  Install account_budget with demo data.

  Confirm  the optimistic budget.

  You will notice that on confirmation all the budget lines are
  duplicated!
