I have checked your issue with trunk with same revision as you have but
at my end it is working fine and not create

duplicate budget line. For more reference see attached video. would you
please try again at your end and

informed us where you faced the problem.

  Confirming a Budget

Bug description:

  Server revno 3774
  Web revno 1332
  Addons revno 5444

  Install account_budget with demo data.

  Confirm  the optimistic budget.

  You will notice that on confirmation all the budget lines are
  duplicated!
