  El módulo Fiscal Requirements permite la carga de RIFs Duplicados

Bug description:
  Al cargar partners desde la ventana correspondiente, el sistema avisa
  si el RIF ya existe en la base de datos, pero no impide que sea
  guardado el registro inconsistente
