ok I've got it !
The dock normally drops some frames, to have a constant number of frames and
to limit the CPU load.
Except duraing a drag (to catch all "change icon" events)
Hence the smoothness ^_^
So in your case, if you want more smooth animations, you can just increase
the refresh frequency in the "System" module ;-)

Affect the magnifier effect when overing icons.

I explain :

move the mouse over the dock : the smooth resizing depends of the option of the animation delay in the config panel.

*Active* the option "LOCK ICON POSITION". It's a condition to observe the bug.

- mousedown the dock : none launcher is activated, none icon is being dragged.
- move the mouse over the dock : you can observe that the animation of the magnifier is smoother !
- mouseup or leave the dock area : the animation become "normally" smooth...
