If I test Cairo-Dock with OpenGL on a old notebook and its SiS card on Ubuntu Karmic 9.10, I don't have a white background but I have a couple of invisible applets (PowerManager, Clock, etc.).
It seems that the bug of the white background mentioned on the bug #428900 is due to a problem with Intel drivers. But the bug of invisible apps seems to be due to Mesa and its lack of pBuffer support.

About your problem, the responsible can be Mesa or the radeon free drivers but also your card, the kernel and maybe other project :-/ .
It seems that Mesa supports now pBuffer (if I understand well, you don't have the same problems as described on the bug #428900 but you have the last version of Mesa) but there certainly still have some bugs or lacks.
I think The best thing to do it's to test this last version of Mesa with an Intel card and compare the comportment. But I personally can't do that now and I don't have a computer with an Intel card... But on the other hand I can tell to other guys to test it but I don't know if there will have an alpha-tester for that :)
But we can also ask somebody from Mesa dev. team to test Cairo-Dock with OpenGL. Or somebody from the radeon free drivers dev. team.

Bug description:
Using 2.1.1-3-1ubuntu2~karmic from the stable ppa , and Kernel 2.6.32-6 from the Lucid repos[since KMS and OpenGL works better with this kernel].

When running cairo-dock in the openGL mode , the switcher applet is not displayed [attached screenshot]

But the applet works fine the desktop numbers are displayed but the only problem is that the switcher is not displayed.
When i use the non-OpenGL version , there is no such problem.
