Hi,
can you check that the option "only popup when the mouse hits the screen
corner" is not used ?
also, please check with the latest stable version (2.1.2, I see you are
running an old beta version)
also, which window manager do you use ?

Bug description:
I have enabled the Pop-up option "Keep the dock below other windows" in the Accessibility module, and this does cause the dock to appear below all other windows, however it does not "pop-up in the foreground" when I place the cursor on the screen border as it is supposed to.
