hi I solved the problem....apparently it was an incompatibility issue
with compiz. there was a setting change to be made in COMPIZ SETTINGS
MANAGER>WINDOW MANAGEMENT>MOVE WINDOWS>CONSTRAIN Y must be unchecked.
That did the trick!

Bug description:
Hi, 
For some reason, cairo-dock doesn't even show when a winow is maximised.....If I want to access the dock, i have to minimize the window. The option that I have put is "hide dock when a window is maximized".
For all else it works perfectly....any help would be greatly appreicated.
