***SOLVED***

It was a problem with bzr and my new ISP's caching implementation (proxies I suspect).
I have had caching turned off by my ISP and it all works perfectly.

I'm using Gentoo and desktop-effects overlay

I have tried bzr versions 2.0.3 2.0.4 and  2.1.0_beta4 over the last 3 days and a couple of different  repository revisions.

The relevent eroor output is:
