Thank you for this bug report and sorry for the delay :)
It seems it's/it was a bug due to your drivers or Xorg.
It can be interesting to try to reproduce this bug on Ubuntu Maverick 10.10.

Bug description:
I am using Cairo-dock 2.2.0-0 beta4 , Ubuntu 10.04 64bit and ATI HD4850 official device driver. Enable Compiz in my desktop.
and using Cairo-dock No-OpenGL mode.

Drag and drop from gnome menu to add new launchers into Dock  is fine.
But If I want add new launcher from my home directory (or other can be access directorys), that will be fail.
The Dock don't have any reaction.
