Thank you for this idea!
In fact we are thinking to improve the Help applet. One of the new future feature could be adding a icon to open the settings window and other things like a wizard or something else :)

Bug description:
  It would be nice to have a launcher/applet/shortcut to open the settings window without right-click menus. It could also be realized as a command-line option to launch the settings window only.
