No, it's correct. It indicates in which directory we can found a theme (here it's 'hicolor') with the right icon inside.

Strange... Can you confirm that the icon name found with 'dbus-monitor' is the same that you find in the '/tmp/' directory (and represent the right icon)? But it's strange that Cairo-Dock is using another one...

If yes, can you launch the dock with this command from a terminal:
   $ cairo-dock -l debug --colors | sed -n "/Status-Notifier\// {N;p;}" 
Then launch dbus-monitor and Skype.
In the first terminal, you should also see "IconName '(...)'" and "IconThemePath '(...)'". Can you check that all details are correct? And maybe, can you check if it's possible that Cairo-Dock receives the file name before its creation?

Status in Cairo-Dock: Plug-ins:
  Incomplete

Bug description:
  My skype icon on the notification area stays always off-line and doesn't reflect the real skype status.
  Oddly when Skype logs-out it breaks cpu-freqindicator icons on notification area and cleans the icons within quick browser plug-in.
  In attachment a screenshot with the permanently blank skype icon and the output of dbus-monitor starting from skype launch till successfully log-in.
