After a new check I've discovered that it's a bug affecting ubuntu 12.04
and it doesn't depend on cairo-dock, see

  Network manager menu from notification area

Bug description:
  Sometimes clicking on the connection icon in the notification area
  doesn't show the complete network manager menu. It becomes visible
  again disabling and enabling the networking form the same menu.
