[Bug 1162120] Re: I have installed Unsettings. Using Unity, I can see Unsetting icon on "System Settings". But when I'm using only Cairo (disable Unity), I can't see Unsettings anywhere.

You can also try with MenuLibre or KMenuEdit.

Or you can also simply post here the content of the unsettings.desktop file:
   $ cat /usr/share/applications/unsettings.desktop

If this file contains this line, it means that this launcher will only be visible on Unity sessions:
  OnlyShowIn=Unity
