on a horizontal dock, the height is limited to the height of the launchers,
so the problem has disappeared, and you can only change the width

but on a vertical dock, the width is less relevant because the icon's
content is maybe not vertical (think of the Clock applet in numeric mode:
you want to make it wider in a horizontal dock, but in a vertical dock this
will just make it higher, so the text doesn't have more space to expand)
again this is because the dock doesn't expand anymore (but then icons can't
be bigger than it)

so this bug is "fixed" because it can't happen anymore, but maybe we can
think of a better solution (but that would be another bug then ^^ )
