Could you install Ubuntu on the machine and file a bug against the
kernel using "ubuntu-bug linux"?
ubuntu server is mostly intended to be run headless as it provides no
GUI environment, however, attaching a monitor to the VGA output and
expecting a working terminal is not unreasonable.
That said, there are a couple things you can do here for further help.
File the bug as mentioned above. The bug, however, may take some time to
get triaged and investigated. Alternatively, there are support options
that may help as well:
First, check out Ubuntu Pro support, available from Canonical to provide dedicated technical support for your system:

There are also community supported options available such as the Ubuntu
Discourse Forum among other means. More info can be found here:

But filing the kernel bug will be a good start regardless.
