[Question #709321]: GPU laggyness on Dell Latitude 7430 (Intel i5-1235U, 16 GB) (202201-29871)

Hi, currently i´m experiencing stutter and laggyness with 22.04 and 23.10, 20.04 runs well, but has issues with wifi card, I think is an issue with something related to the kernel up to date I have tried the following distros with the same result:
Pop Os 22.04
Fedora 39
Arch 2023.12
Endeavour Galileo
Clear 40580
Nobara 39
Ubuntu 20.04
Ubuntu 22.04
Ubuntu 23.10
Xubuntu 23.10
In all distros mentioned above, the system only runs smooth if I use "safe graphics mode", but with these cpu usage is always high.
I´ve also tried:
-Installing latest OEMKernel
-Updating kernel (No OEM)
-Bios Update
-Switching between Wayland and X11
-Reinstalling Mesa
-Disabling secure boot on Bios
-Disabling Turbo Boost on Bios
-Disabling windows pro related stuff on bios
-Changing the usb device for the live media usb
-Making bootable device with rufus, balena etcher and fedora live usb tool
