[Merge] ~pwlars/hwcert-jenkins-jobs:new-staunton-updates into hwcert-jenkins-jobs:master

Paul Larson has proposed merging ~pwlars/hwcert-jenkins-jobs:new-staunton-updates into hwcert-jenkins-jobs:master.

Requested reviews:
  hwcert-jenkins (hwcert-jenkins)

For more details, see:
https://code.launchpad.net/~pwlars/hwcert-jenkins-jobs/+git/hwcert-jenkins-jobs/+merge/438070

Trying very hard to test this, but http://10.102.156.15:8080/job/cert-staunton-pc-kernel-20-beta/95/console is as far as I can get right now. The lab seems to be having a lot of network slowness, and refreshing snaps is taking hours sometimes. But it's getting farther at least now I think. So I'm pretty sure this is doing what we need.
