I would rather not because the 'clones' (lightspark and gnash if that is
what you mean) doesn't work almost 100% of the time. It is going to give
Ubuntu a really bad reputation if it is shipped with these.  Like I
said, you don't need flash or any of its 'clones' for Youtube ( and the
clones don't even work 99.99% of the time, check them out yourself) ,
and you can still use flash for everything else where it is needed. With
the 'clones' you have near zero access to all flash contents, peroid
(except for the demos they put out, of course)
