I have the same problem on Ubuntu 12.04 with skype 4.1.0.20.0-0ubuntu0.12.04.2 & PSeye.
I tried to start skype from terminal : LD_PRELOAD=/usr/lib/i386-linux-gnu/libv4l/v4l2convert.so /usr/bin/skype
but the video was still blinking blue and I saw this :
Corrupt JPEG data: 6 extraneous bytes before marker 0xc4
libv4l2: error dequeuing buf: Argument invalide
libv4l2: error dequeuing buf: Argument invalide
