[Bug 1247272] [NEW] skype causes audio buzzing

You have been subscribed to a public bug:

When making a call in skype the audio will start to buzz. The buzz is
independant of audio output (tried through monitor and through analogue
outputs). It persists after the program is closed and cannot be stopped
. Only appears to happen when starting a video call on skype, may be
related to how skype is accessing the audio. The buzzing stops when
outputing other audio, such as a music file but continues on after. The
buzzing changes in frequency (not pitch but time) periodically.

Release:	13.10 64-bit
