[Bug 1998119] [NEW] queues.json returns bad Content-Type

 

Public bug reported:

https://autopkgtest.ubuntu.com/queues.json returns "content-type:
text/html; charset=utf-8" instead of application/json like
https://autopkgtest.ubuntu.com/static/running.json does. Both URLs are
linked from the front page.

This breaks my browser's built in JSON handling and makes a mess
instead.
