Bug description:
There are multiple recent hires at Canonical who are doing +1
maintenance and then request people to retry autopkgtest tests for
them. (This ends up using people's time which would be better spent
elsewhere.) Additionally, given the flakiness of tests or test
infrastructure it would be helpful to have more people who can retry
autopkgtests.
