Bug description:
  On Lunar, ubuntu_bpf test will need libssl-dev to build

  Skipping BTF generation for /home/azure/autotest/client/tmp/ubuntu_bpf/src/linux/tools/testing/selftests/bpf/bpf_testmod/bpf_testmod.ko due to unavailability of vmlinux
  ../../../../scripts/sign-file.c:25:10: fatal error: openssl/opensslv.h: No such file or directory
