[Bug 2034911] [NEW] ubuntu_overlayfs_smoke_test timeout with environment setup on Google n2d-standard-2 and n2d-standard-64

Public bug reported:

Test setup timeout constantly on Google n2d-standard-2 and
n2d-standard-64 instances with the current 5 min threshold.

Maybe these 2 are just too slow for this.

This issue can be found with Focal 5.4 generic (5.4.0-163.180,
5.4.0-164.181), other generic kernel and F-gcp-5.4 seems to be OK.
