  Language is not changed after selecting Language other than English in
  the Welcome Screen

Bug description:
  Hello !

  Trying the Ubuntu 23.10 Beta on my laptop

  Changing language to French at the "Welcome" window is not applied
  across the live environment. It's a different behavior compared to
  22.04 and 23.04 legacy installer.

  Changing language to French at the "Welcome" window does not change
  the keyboard layout across the live environment. It's a different
  behavior compared to 22.04 and 23.04 legacy installer. I need to
  manually set my layout in gnome settings.
