[Bug 2041001] [NEW] test_verifier in ubuntu_bpf failed with 12 test cases on J-hwe-6.2 64k ARM64 openstack

Issue found on openstack 64k ARM64 instances:
* 6.2.0-36.37~22.04.1 generic-64k
* 6.2.0-1016.16~22.04.1 lowlatency-64k
This is not a regression this cycle, it can be traced back to
6.2.0-1012.12~22.04.1 and 6.2.0-32.32~22.04.1 in sru-20230807
Test failed with the following 12 test cases:
