  memcg_subgroup_charge from controllers in ubuntu_ltp fails with "timed
  out on memory.usage_in_byte"

Bug description:
  Mentioned before in lp:1847982 but this is a different issue. Found on
  bionic/linux-azure-5.4/5.4.0-1058.60~18.04.1 only on Standard_D4s_v3
  instance.

  Not found at all on previous spin (bionic/linux-
  azure-5.4/5.4.0-1057.59~18.04.1) and base kernel (focal/linux-
  azure/5.4.0-1058.60).
