  ubuntu_performance_pts, ubuntu_performance_stream failed to build on
  J-lowlatency due to tool package conflict

Bug description:
  When trying to build ubuntu_performance_pts and
  ubuntu_performance_stream tests, the build will fail with:

  Preparing to unpack .../linux-lowlatency-tools-5.15.0-91_5.15.0-91.101_amd64.deb ...
  Unpacking linux-lowlatency-tools-5.15.0-91 (5.15.0-91.101) ...
  dpkg: error processing archive /var/cache/apt/archives/linux-lowlatency-tools-5.15.0-91_5.15.0-91.101_amd64.deb (--unpack):
   trying to overwrite '/usr/lib/libcpupower.so.5.15.0-91', which is also in package linux-tools-5.15.0-91 5.15.0-91.101
  dpkg-deb: error: paste subprocess was killed by signal (Broken pipe)
  Selecting previously unselected package linux-tools-5.15.0-91-lowlatency.
  Preparing to unpack .../linux-tools-5.15.0-91-lowlatency_5.15.0-91.101_amd64.deb ...
  Unpacking linux-tools-5.15.0-91-lowlatency (5.15.0-91.101) ...
  Errors were encountered while processing:
   /var/cache/apt/archives/linux-lowlatency-tools-5.15.0-91_5.15.0-91.101_amd64.deb
  needrestart is being skipped since dpkg has failed

  This issue does not exist in J-generic.

  From the source code it looks like this is because we are trying to
  install "linux-tools-generic" as well, and this conflicts with the
  linux-lowlatency-tools package.
