  utils_testsuite fails in ubuntu_qrt_apparmor

Bug description:
  In Mantic lowlatency (metal) ubuntu_qrt_apparmor test
  ApparmorTestsuites.test_utils_testsuite and
  ApparmorTestsuites.test_utils_testsuite3 failed. This same failure has
  happened for Mantic lowlatency in cycle 2023.10.30 but it wasn't
  hinted.
