Title:
  autopkgtest-buildvm-ubuntu-cloud fails on riscv64 due to invoking
  qemu-system-riscv64 with -m virt acpi=on

Status in autopkgtest package in Ubuntu:
  New

Bug description:
  I tried to run 'autopkgtest-buildvm-ubuntu-cloud -v --arch riscv64
  --release noble'. But the build does not finish.

  QEMU 8.2.1 supports ACPI on riscv64. But our images cannot boot with
  the available ACPI information.

  We must use -m virt,acpi=off.
