[Bug 2057947] [NEW] Feature: user-specific history page

Public bug reported:

Similar to the $package/$distro/$arch pages listing the autopkgtest
history for a package, I'd like to have a page listing the autopkgtests
history for a given user. To be honest I'm only interested in my
history, but it seems it'd be easier to provide a generic endpoint, e.g.
https://autopkgtest.ubuntu.com/user/$lp_id

In my best case scenario that page would list queued, running and done
tests, both for Ubuntu and for PPAs, although I'm not sure we actually
store results in the DB for PPA tests?

** Affects: auto-package-testing
     Importance: Undecided
         Status: New
