[Bug 2058059] [NEW] Handle non-existent packages better

I mistyped a package name and then saw links to Launchpad and excuses
for a package which doesn't exist. I don't believe the service has any
idea of what packages don't exist versus what packages don't have tests
but I think it should especially given the external links.
